Commission Work Statute on SBT Recommendation Granting
The process of granting SBT recommendations starts from the moment of submission application by the interested entity, hereinafter named as Applicant.
The application is submitted with the enclosures (named the documentation) to SBT headquarters and then is sent to Commission Secretary.
After the verification of the documentation completeness, Commission Secretary forwards it to Commission Chairman, who begins the procedure for granting SBT recommendation.
The basis for starting the procedure for granting SBT recommendation is Applicant paying a fee, for the preliminary verification of Application form (named the payment for the application), according to the price list of the payments, which is Annex no. 4 to Statute of SBT Recommendation Granting.
If Application includes the mistakes or it is not complete, Commission Secretary sends back Application to Applicant for completion.
Commission treats Application with in the period defined in Statute of SBT Recommendation Granting, at meetings announced by Commission Chairman.
If Commission accepts Application for further implementation, Commission determines the necessary scope of work (including works, research and reviews planned for outsourcing).
Commission Chairman finishes the procedure of granting recommendation SBT in the case of Application don’t accept, and Commission Secretary sends back the application to Applicant together with information about the refusal to grant SBT Recommendation.
In such case Applicant payment of the fee for the preliminary verification of Application is not to be refundable.
The cost of Commission’s work, including the external research are covered by Applicant.
Such costs are determined by Commission Chairman, on the base of merit range of the works, in foothold about Price list (Annex no. 4 to Statute of SBT Recommendation Granting), and shall immediately forward them to Applicant in writing, specifying the final date for their payment.
After receiving confirmation from the Commission Secretary about the payment of the above-mentioned fees by the Applicant, the Commission proceeds with further work, first developing a work timetable. The schedule is delivered by Commission Secretary to Applicant.
Commission Chairman finishes the procedure of granting recommendation SBT in the case of the payment lack, and Commission Secretary sends back the application to Applicant together with information about the refusal to grant Recommendation.
The basis for issuing SBT Recommendation by Commission is Report of the Commission, containing the final assessment based on the work of Commission or/and specialist reviews, documentation provided by Applicant, results of possible tests, prepared by the members of Commission or outsourced.
The Commission conducts work on Recommendation during the period set by the work schedule, within the time limits specified in Statute of SBT Recommendation Granting, at meetings convened by Commission Chairman.
A meeting is valid, if Commission Chairman and at least two other members are present.
Secretary composes the protocol from each Commission meeting, archived in the documents concerning given recommendation.
Meetings are convened at the headquarters of SBT. A meeting of Commission using electronic means of communication is allowed.
Decisions of Commission fall in evident vote ordinary majority voice. However if the amount of votes is equal then Commission Chairman has conclusive voice.
Voting by electronic means of communication is allowed.
Commission can carry out or order the external audit at Applicant place in the range of work organization, production technology or rendering services.
Commission Chairman may order a specialized evaluation/research to external experts, including the research by the proper laboratory for product (service); the research process may take place after earliest the agreement by Applicant, or at his request.
The reviewers/auditors/experts prepare the estimates on the letter in one copy for Commission. Results of the research are prepared by research units in two copies: one for Commission and second for Applicant.
The deadline for preparing a review or research elaboration must corresponds to the schedule of Commission works, which is mentioned in § 3.
Reviews/research and it files results are collected and stored by Commission Secretary.
After Commission meeting, at which the decision of giving of recommendation SBT has been taken, Commission Secretary shall provide this informationto Applicant in writing and agree with him the organizational details of the ceremony to submit the recommendation.
SBT Recommendation is granted for the product (service) to Applicant after final Commission estimation, which is hand to Applicant during the ceremony mentioned in § 7.
